Fit and Proper Persons?
Can anyone tell me whether the "Fit & Proper Person" clause in the FA's regulations have ever resulted in someone being prevented from participation in English Football? I can't think of anyone, yet the Premiership is littered with real criminals like Shinawatra, alleged criminals like Abramovich, and so on. Go down the leagues and you find Rupert Lowe, Ken Bates(sorry Gator), Sam Hamman, Nick Leeson, and Peter Ridsdale. They're just the most flamboyant.
If these guys are allowed, who would the FA actually ban? Max Mosely? Pete Docherty? Josef Fritzl?

No need to apologize for adding Ken Bates to your rogue's gallery - I completely agree and have never been a fan of Cap'n Birdseye.
Who wouldn't they allow to own a club? I dunno, maybe the joint Pete Doherty/Amy Winehouse bid for Leyton Orient might get turned down by the suits.
